Self-Employed Visa Netherlands for Non-EU Founders

One permit for founders who run their own business

The self-employed, entrepreneur and freelance visa are market names for one permit: the Dutch residence permit for work as a self-employed person (arbeid als zelfstandige). Under art. 3.30 of the Aliens Decree, it requires an essential Dutch interest, durable and independent means from the work, and every authorisation the business needs.

It is for a non-EU founder who will live here and run the business personally; in the government's words, the business must contribute to the Dutch economy. We check your route, score the points with you, build the evidence file and prepare the filing.

EU, EEA or Swiss national

You can work in the Netherlands as a self-employed person without a visa, residence permit or work permit (government.nl).

You keep living abroad

Owning a Dutch company from abroad needs no permit and gives no Dutch citizenship (business.gov.nl); this permit is refused to a payroll applicant living abroad.

A business visit, not a move

A Schengen short-stay visa covers at most 90 days; applications through VFS Global or TLScontact add service costs. The IND extends one for EUR 30.00. It does not allow self-employed work.

US or Japanese national

Your route is the treaty permit: no points test, no means test, and a BV capital floor of EUR 4,500. See the DAFT visa.

An innovative idea, no track record yet

The one-year start-up permit comes first, then this permit on the facilitator's declaration, worth 30 points per part: see getting a Dutch start-up permit with a recognised facilitator.

Turkish national

No points test applies. Annex 8aa asks whether the market makes the business viable, with you able to draw at least the gross minimum wage.

Artist, or graduate of a Dutch institution

Self-employed artists are advised under Annex 8aaa by the Minister of Education, Culture and Science; Dutch graduates may use the orientation year to start a business.

Where our work stops

The IND decides on RVO's advice; nobody can promise the outcome. The notary executes the deed. We never act as your director or supply a Dutch address bundled with other services (Wtt 2018).

How the points test is scored

RVO scores three parts to 100 each for the Minister of Economic Affairs, and the IND decides (Aliens Regulation, art. 3.20a and Annex 8a). Financing granted by a Dutch bank earns all 50 financing points without further check: see the detailed business bank account page.

Official foreign documents are legalised and translated into Dutch, English, French or German.

Problems we solve

"I am a solo consultant, with no staff and no big investment"

Added value weighs innovation 20, jobs 40 and investments 40; by the table's arithmetic a one-person business rarely reaches 30 there. The 45/45 route on experience and the plan exists for that case.

"I want to own it from abroad, or only invest"

The IND refuses a payroll applicant living abroad and a passive investor. Through a BV you need 25 percent or more, risk and control of your salary. There has been no investor permit since 17 April 2024.

"Do I need a job offer?"

No employer is needed. Where a client relationship is in fact employment, the client is treated as an employer. The kennismigrant route (highly skilled migrant) is the employer-sponsored alternative.

"Points need proof, not claims"

Written evidence scores more than its absence. Foreign diplomas need the Nuffic/SBB evaluation; financial evidence needs your independent expert's check. We build the file point by point.

"Renewal is a different test"

The first application is exempt from the income history; the extension is not: 1.5 years earned and one more available, or RVO continuity advice. File before expiry.

Frequently Asked Questions

Is the self-employed visa the same as the entrepreneur, freelance or DAFT visa?

The first three are market names for one permit: the residence permit for work as a self-employed person under art. 3.30 of the Aliens Decree, assessed on a points test. DAFT is different. US and Japanese nationals apply under their treaty instead, with no points test and no means test.

How does the points test work, and how many points do I need?

RVO scores three parts to 100 points each for the Minister of Economic Affairs: personal experience, the business plan and added value for the Dutch economy. You pass with at least 30 points in each part, or with at least 45 for experience and 45 for the plan, in which case added value is set at 30.

Can I pass without creating jobs or making a large investment?

Added value weighs jobs and investments at 40 points each and innovation at 20; by the table's arithmetic, a one-person business rarely reaches 30 there. The second route exists for that case: with at least 45 points for experience and 45 for the plan, added value is set at 30. A Dutch bank's financing earns all 50 financing points.

Can I apply through my own BV, and how much of it must I own?

Yes. The IND treats a director-shareholder as self-employed at 25 percent or more, carrying entrepreneurial risk and able to influence their own salary. The deed of incorporation and the share register are part of the evidence. A non-EU national uses the Dutch notarial deed, which can be signed by written power of attorney, not the English online deed.

Can I get the permit if I keep living abroad, or if I only invest?

No. The Aliens Circular refuses an applicant who is on the payroll but lives outside the Netherlands, and one who invests money without carrying on the business themselves. Owning a Dutch company from abroad needs no permit at all, and the residence ground for wealthy foreign nationals was abolished from 17 April 2024.

How much money do I need to show?

The IND's required amount for a self-employed applicant is a gross profit of EUR 1,766.77 per month with holiday allowance, valid from 1 July to 31 December 2026. A first application is exempt from the 1.5-year income history. In the points test, a larger balance sheet and higher solvency score more financing points.

What are the state fees in 2026?

The IND charges EUR 423.00 per applicant, EUR 254.00 for a partner and EUR 85.00 for a child under 18. KVK registration costs EUR 85.15. The KVK estimates a notary's charge for incorporating a BV at EUR 500 to 1,500, an estimate rather than a tariff. Our own fee is quoted on request.

How long does the IND take to decide?

The statutory decision period is 90 days, and the IND can extend it by several weeks to at most 6 months. If your file is incomplete, you get 2 weeks to complete it and the period is extended by 2 weeks. Licences, the deed and the evidence file come first and have no official duration.

What is the success rate?

No IND, RVO or government page publishes one, so we quote none. What decides an application is known: written evidence for every point you claim, which scores more than its absence, and the three conditions of art. 3.30 of the Aliens Decree: an essential Dutch interest, durable means and the required authorisations.

Can I get a Netherlands work visa without a job offer?

Yes, through this permit: it needs no employer, because you carry on your own business. A client who hires a self-employed permit holder needs no work permit for them. If the relationship is in fact employment, though, the client is treated as an employer and the self-employed person as an employee.

Is it difficult for a US citizen to move to the Netherlands?

A US citizen who will run their own business has a separate route under the Dutch-American Friendship Treaty: no points test and no means test, and for a BV a capital floor of EUR 4,500. The IND fee is the same EUR 423.00 in 2026. The route is set out on our DAFT visa page.

Can I get a 1-year visa for the Netherlands?

The self-employed permit is granted for at most two years at first, then for up to five years per extension. The one-year permit is the start-up permit, held with a facilitator; after it, a founder can switch to this permit, with the facilitator's declaration worth 30 points in each part.

What are the new rules for freelancers in the Netherlands?

For residence purposes one rule matters most: where a relationship with a client is in fact employment, the client is treated as an employer and the freelancer as an employee. Paid employment on a self-employed permit needs a work permit (TWV). We make no promise that you may work for clients while your application is pending.

What is the 5 year rule in the Netherlands?

Self-employed work is a non-temporary purpose of stay, so the years count towards permanent residence. After five years you may apply, for EUR 254.00 in 2026, with a 6-month decision period; refusal grounds include not meeting the civic-integration requirement. After five years of work in the Netherlands you also no longer need a TWV (work permit).

Can my family come with me, and can I take a job on the side?

Your spouse or partner and minor children may join you; each files their own application, at EUR 254.00 for a partner and EUR 85.00 for a child under 18 in 2026. Paid employment on the side needs a work permit (TWV) until you have worked in the Netherlands for five years.
